Neil was elected to the San Bernardino City Council's 4th Ward in November 2001.

He graduated from San Gorgonio HS and joined the United States Marine Corps in 1987 and served two overseas tours including Operation Desert Storm. From 1993 to 1998, Neil worked for State Assemblyman Fred Aguiar. He currently serves as a Project Administrator in the San Bernardino County Treasurer's office.
